Youth Demand Easier Koushal Panjee Registration for Self-Employment

Tripura: Rural youths in Tripura are asking the government to simplify the Koushal Panjee registration system, saying it is blocking their chances to learn skills and start small businesses.
The problem is linked to Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY), which mainly focuses on wage jobs for young people. At the same time, Rural Self Employment Training Institutes (RSETIs) help rural men and women learn business skills so they can become self-employed.
Because both programmes work with rural youth, many candidates are now facing difficulties. Those who earlier joined DDU-GKY or Pradhan Mantri Kaushal Vikas Yojana (PMKVY) are often unable to register again for RSETI training. Once their Aadhaar number is linked to a skill programme, the system blocks fresh enrollment, even if they want to change from job training to business training.

In several areas, youths trained under DDU-GKY were sent outside the state for low-paying jobs. Many returned home due to poor job security. Now they want to start small businesses locally, but technical problems in Koushal Panjee are stopping them.
RSETI staff also face challenges. They must use their own mobile phones to upload Aadhaar cards, photos, and other documents of trainees. Most candidates come from remote villages with weak internet and little digital knowledge, so staff handle most of the paperwork.
While Koushal Panjee helps track data, youth groups say it is keeping many deserving candidates out. They are requesting simpler registration, flexible Aadhaar rules, and less paperwork.
Stakeholders believe these changes will help rural youths learn skills, start businesses, and build better futures in their own communities.
