PM Modi Slams Opposition: Historic Women’s Bill Defeat a Betrayal of Rights

New Delhi — In a stinging rebuke following the legislative collapse of the Constitution 131st Amendment Bill, Prime Minister Narendra Modi accused the Opposition of committing “foeticide” against the rights of Indian women. Addressing the nation in a thirty-minute televised broadcast at 8:30 PM on Saturday, the Prime Minister combined an emotional apology to the women of India with a fierce political attack on the Congress, TMC, DMK, and Samajwadi Party.
The Prime Minister’s Apology and Allegations
The 131st Amendment, which sought to increase Lok Sabha seats to facilitate the immediate rollout of the 33% women’s quota, failed to pass on Friday after falling short of the required two-thirds majority. Prime Minister Modi took the opportunity to personally apologize to the “mothers, sisters, and daughters” of the country for the Bill’s failure. However, he quickly pivoted to a sharp critique of the Opposition’s conduct, alleging that parties like the Congress and TMC had intentionally snatched away a historic opportunity for female empowerment.
The Rhetoric of “Insult” and Political Will
Throughout his speech, the Prime Minister framed the Bill’s defeat not merely as a parliamentary setback but as a profound “insult” to every woman in India. He remarked that while a woman might forgive many things, she never forgets an insult, suggesting that the “pain of this betrayal” would remain etched in the hearts of the nation’s female electorate. Acknowledging the numbers, Modi stated that while the government lacked the 66% vote required in the House, he was confident that “100% of the country’s women” stood firmly behind the initiative.

Specific Attacks on Regional Players
While the Congress remained the primary target of the Prime Minister’s ire, he specifically called out regional powerhouses. He noted that the Trinamool Congress (TMC) in West Bengal had a significant chance to lead women toward progress but instead chose to block it. Similar charges were leveled against the Samajwadi Party and the DMK. By using the term “foeticide” to describe the Opposition’s rejection of the Bill, Modi sought to portray the dissenting parties as fundamentally anti-women.
The Opposition’s Defense and Federal Concerns
Despite the Prime Minister’s heavy rhetoric, Opposition leaders maintained that the government’s approach was flawed and politically motivated. They pointed out that the 2023 ‘Nari Shakti Vandan Adhiniyam’—which already promises 33% reservation—was passed unanimously with the understanding that it would follow the census. The Opposition questioned why the government was suddenly decoupling the reservation from the official census timeline and merging it with a seat expansion plan.
Concerns Over Regional Imbalance
A central pillar of the Opposition’s dissent remains the fear of a shifting federal balance. Leaders from the South and East have alleged that the rush to expand Lok Sabha seats is a strategic move to diminish the political influence of Southern states while boosting the seat count in the North, where the BJP holds a stronger grip. They argued that by linking women’s empowerment to a massive seat increase without a fresh census, the government was attempting to redraft the nation’s political map under the guise of gender justice—a charge that Union Home Minister Amit Shah and the Prime Minister have yet to fully address in Parliament.
