Indian Railways New Rules 2026: Boarding, Refunds & Tatkal Changes

The Indian Ministry of Railways has launched a major initiative titled “Reform Express” to simplify travel and eliminate the influence of illegal ticket agents. Announced by Union Railway Minister Ashwini Vaishnaw, these 2026 reforms use advanced technology to give genuine travelers more flexibility while making it harder for touts to hoard tickets.
Last-Minute Boarding and Class Upgrades
Passengers can now change their boarding station online up to 30 minutes before the trainâs departure. This is a massive shift from the old rules that required changes hours in advance. Additionally, travelers can now upgrade their class-such as moving from Sleeper to AC-up to half an hour before the journey begins, provided seats are available.

Earlier Charts to End Waiting List Anxiety
To help passengers plan better, reservation charts will now be prepared 9 to 18 hours before the train leaves. Previously, charts were finalized only four hours before departure. This longer window allows waitlisted travelers to know their final status nearly a day in advance, giving them plenty of time to find alternative transport if their seat isn’t confirmed.
New Refund and Cancellation Windows
The rules for ticket cancellations have been tightened to stop brokers from bulk-booking. For a maximum refund, you must now cancel at least 72 hours before the trip. Cancellations made between 24 and 8 hours before departure will see a 50% deduction. Crucially, no refunds will be issued for any confirmed tickets canceled less than 8 hours before the train starts.

Fighting Touts with Aadhaar and AI
To stop automated software from stealing Tatkal tickets, the Railways has introduced mandatory Aadhaar-based OTP verification. This ensures that only real passengers can book urgent tickets. The system has already purged over three crore fake accounts, and new “Anti-Bot” technology is being used to block illegal booking software permanently.

Universal Cancellations and Auto-Refunds
Canceling a physical counter ticket is now easier than ever, as it can be done at any railway station in India, regardless of where it was bought. For online travelers, the process is even smoother; the need to file a TDR has been removed, and refunds will now be sent automatically to the original payment account.
